Primary Purpose: 

Direct and manage the District’s construction, maintenance, transportation, food service, environmental operations, technology department, and school safety protocols and procedures.  Maintain physical school plant in excellent operating condition so that full educational use may be made at all times.  Provide a physical environment that is functional, safe, clean, and attractive.  Coordinate and oversee all new construction and renovation projects in the District. 

Comprehensive knowledge of procurement, project planning, construction, school plant maintenance, food service operations, transportation services, and custodial operations.

Knowledge of mechanical and electrical design and installation.

Knowledge of health and safety regulations.

Knowledge of building codes, zoning ordinances, and the inspection certification process.

Ability to read blueprints and schematics.

Ability to conduct on-site inspection of district facilities.

Ability to manage budget and personnel.

Ability to create timelines and to prioritize work loads of staff.

Ability to develop and implement policies and procedures.

Ability to interpret policies, procedures, and data.

Strong organizational, communication, and interpersonal skills.

 

Qualifications:

 

Bachelor's Degreee

At least five years’ experience in maintaining large plant or building.

At least three years supervisory experience in maintenance operations.

At least three years supervisory experience in transportation services.

 

Special Knowledge/Skills:

The ability to represent the district in the absence of the superintendent

Ability to plan, delegate, monitor, and assess the work of subordinates in the accomplishment of functional activities
Ability to establish and maintain effective working relationships with top management, fellow employees, community and governmental leaders, and the general public
Ability to use data to analyze, prescribe and deploy support/instructional strategies to improve student academic performance.

Excellent communication, organization, public relations, and interpersonal skills

 

Major Responsibilities and Duties:

Facility Construction and Repair

  1. Serve as liaison to architects, engineers, and consultants to develop, review, and finalize project plans, drawings, schematics, and specifications. Coordinate and conduct project development and construction progress meetings.
  2. Work with city, county, state, and federal officials to ensure conformity with codes and ordinances regulating district construction projects.
  3. Develop and maintain construction progress schedules.
  4. Conduct on-site inspection of construction projects to ensure conformance with construction documents, programs, and needs.
  5. Inspect existing facilities and make recommendations for improvements as needed and establish and recommend priorities for repair projects.
  6. Expedite documentation and completion of punch list items and coordinate transition of building operation from general contractor to district upon acceptance of a facility.
  7. Track warranty expiration dates and make final warranty check prior to end of warranty periods. Oversee warranty correction work.
  8. Participate in the prequalification or approval process for architects, engineers, and contractors.
  9. Consult faculty, administrative staff, and community to determine program-driven design needs. Building Maintenance and Repair.
  10. Ensure that district facilities are functional, safe, clean, and well maintained.
  11. Develop and maintain written departmental procedures for maintenance, repair, and operations of all district buildings and equipment. Ensure that work orders are processed and executed in a timely manner.
  12. Prepare plans and specifications for contracted repair work and site improvement for submission to purchasing department for bids.

Transportation

  1. Provide oversight of the bus system that moves students to and from school each day.
  2. Support and supervise the Director of Transportation.
  3. Supervise District fleet or bus drivers, clerical workers, and mechanics.
  4. Serve as liaison for District administrators and parents.
  5. Direct delivery of transportation services for students and ensure that they are picked up and arrive safely and on time.
  6. Oversee preparation and updating of bus routes and schedules for all schools in district and develop plans to meet future transportation needs.
  7. Communicate changes in routes and scheduling to campuses and the public when warranted
  8. Oversee the coordination of transportation for extracurricular activities and special programs.
  9. Oversee the management and assignment of bus drivers to routes and extracurricular trips.
  10. Oversee repair of all district-owned vehicles and preventive maintenance. Ensure that vehicle repair requests and work orders are prioritized and processed in a timely manner. Contract for outside services that cannot be performed in shop.
  11. Oversee and monitor fuel deliveries and distribution.
  12. Implement federal and state law, State Board of Education rule, and board policy.
  13. Manage, compile, maintain, file, and present all reports, records, and other documents required. Oversee the preparation, process, and maintenance of all documents required to verify safety certification and alcohol and drug testing of bus drivers.
  14. Direct and ensure that employee time records are accurately maintained and data necessary to process transportation payroll is delivered in a timely manner.

Child Nutrition

  1. Direct district’s child nutrition programs.
  2. Support and supervise the Director of Food Services.
  3. Direct the development of menus that meet established nutritional requirements for students.
  4. Work cooperatively with campus principals to create lunch schedules and resolve personal issues.
  5. Establish and oversee the process of providing free and reduced lunch applications following United States Department of Agriculture and Texas Education Agency guidelines for meal eligibility and reimbursement of federal funds.
  6. Develop and oversee the maintenance of written procedures for all food service operations.
  7. Develop and administer budget based on documented needs and ensure that operations are cost effective and funds are managed prudently.
  8. Work cooperatively to develop and implement a cost effective and efficient food procurement and inventory system that meets both federal and Texas Education Agency (TEA) standards.
  9. Assist with the evaluation of formal bids and make recommendations for the awarding of contracts for school board approval.
  10. Approve and forward invoices and purchase orders for food service department to accounting department.
  11. Develop and implement inventory and stock control program for equipment and supplies and recommend replacement and disposal of obsolete equipment as necessary.
  12. Work cooperatively with principals and facilities managers to ensure a high standard of safety, cleanliness, and efficiency of building operations.
  13. Oversee the training and orientation to all food service employees related to cleaning procedures and the safe and proper use of chemicals and equipment.

Environmental Services

  1. Work cooperatively with principals and facilities managers to ensure a high standard of safety, cleanliness, and efficiency of building operations.
  2. Oversee work schedules and procedures for the regular custodial care of all district facilities and special custodial projects. Inspect all district buildings and facilities and schedule cleaning and repairs as needed.
  3. Manage the training and orientation to all custodians related to clearing procedures and the safe and proper use of chemicals and equipment.
  4. Manage the moving and delivery of district furniture, equipment, and other heavy or bulky materials.
  5. Direct the set-ups of facilities for special events.
  6. Ensure that district facilities are functional, safe, clean, and well maintained.
  7. Develop and maintain written departmental procedures for maintenance, repair, and operations of all district buildings and equipment. Ensure that work orders are processed and executed in a timely manner.
  8. Prepare plans and specifications for contracted repair work and site improvement for submission to purchasing department for bids.
  9. Manage the Facilities Usage Agreements

Policy, Reports, and Law

  1. Ensure compliance with federal and state law, State Board of Education rule, and local board policy.
  2. Compile, maintain, and file all reports, records, and other documents required including timekeeping records.
  3. Complete periodic reports of construction project progress and make presentations to the Board.
  4. Compile, maintain, and file all reports, records, and other documents required including coordinating the storage and handling of construction documents.

Budget and Inventory

  1. Develop and administer budget based on documented needs and ensure that operations are cost effective and funds are managed wisely.
  2. Plan and direct inventory and stock control program for equipment and supplies.
  3. Recommend disposal of obsolete equipment and purchase replacement equipment when necessary.
  4. Initiate purchase orders and bids in accordance with budgetary limitations and district policies.
  5. Approve and forward invoices and purchase orders for maintenance department to accounting department.
  6. Estimate cost of construction and repair projects, including labor, materials, and other related costs and assist with the preparation of bidding documents, including notice and instructions to bidders, drawings, and specifications.
  7. Assist with the evaluation of formal bids and provide input into recommendations for the awarding of contracts for school board approval.
  8. Review and authorize requests for payment from contractor(s) and designer(s).
  9. Ensure that programs are cost effective and funds are managed wisely.

Personnnel Management

  1. Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal.
  2. Prepare, review, and revise operations department job descriptions.

Safety

  1. Maintain safety standards in conformance with federal, state, and insurance regulations and district requirements and develop a program of preventive safety.
  2. Ensure that equipment is maintained in optimum operating condition.

Other

  1. Participate in development of the district’s disaster plan and be prepared to take an active role in responding to emergencies as needed.
  2. Perform disaster duty when needed.
  3. Attend professional growth activities to keep abreast of innovative techniques in maintenance, operations, and construction.
  4. Respond to after-hours emergencies as needed.
  5. Perform other duties as assigned.

 

Working Conditions:

Frequent districtwide travel; occasional prolonged and irregular hours; work indoors and outdoors to conduct on-site inspections of all maintenance facilities and construction projects.

Presents information on a wide variety of topics for the purpose of conveying information, gaining feedback and/or making recommendations regarding district services.

Recommends solutions to a wide variety of complex issues for the purpose of addressing the operational needs of the district.

Responds to a wide variety of inquiries from internal and external sources for the purpose of identifying relevant issues and recommending or implementing action plans.

Supports the Superintendent, District administrators, building principals, the Board of Trustees, and District staff for the purpose of developing and implementing services and programs and achieving operational goals.

 

Other:

Attend board meetings regularly and make presentations to the board.

Participate in professional development activities to maintain current knowledge of human resource rules, regulations, and practices.

 

Supervisory Responsibilities:

Supervise and evaluate the performance of the Transportation Department, Maintenance Department, Child Nutrition Department, and oversee and evaluate Custodial Services.
